December 2012 Update

Following the release of the Environmental Report (ER) in July 2011, LCPI engaged with the Ministry of Natural Resources (MNR) to review the ER and its corresponding Appendices. The MNR’s comments on the report can be reviewed below.

MNR Comments on 2011 Lizard Creek ER 2012-03-20
MNR Comments on 2011 Lizard Creek Appendices

Following the MNR’s review, LCPI has prepared additional documentation to support and further refine the assessment of the Lizard Creek Waterpower Project. These documents are being presented on the LCPI website in order to complement the information presented in the 2011 report. These updates included both clarifications on studies and assessments completed to date and additional field data. While the design and layout of the proposed Lizard Creek facility have not changed, the updates include new information from an expanded study area for identification of any potential negative effects that may not have been clearly stated in the original Environmental Report.

At the outset of the environmental assessment process, the Class EA Potential Effects Screening Matrix was used identify potential effects. LCPI has used the same table to screen potential effects as identified in the updated project documentation. The table below addresses only the new information associated with the project and not the information provided in the July 2011 ER. The table also briefly explains the screening result and references the document it is associated with. The documents identify the potential effect, review potential mitigation measures or strategies to be implemented and assess any residual effects.

Potential Effects Identification Matrix for Updated Documentation

The entirety of the additional documentation is available in this update. However, for ease of review, the files that contain discussions of newly outlined impacts are:

Submarine Cable Impacts on Fish Habitat (Table 1B)
Updated Aquatic Baseline Data for Biomonitoring (Aquatic Memo 5)
Results of 2011 Salmon Spawning Studies (Aquatic Memo 3)
Post-Construction Impacts on Wetlands Above R1
Potential Impacts at Upper Lizard Lake and Lillie Lake (Table UL1)

For the purposes of some document titles and descriptions, “R-1” is a natural restriction downstream of Upper Lizard Lake. It can be seen in General Arrangement Drawing GA-1.

LCPI presented additional maps and detailed drawings that further outline the project area and the design presented in the original ER:

Based on the construction impacts discussed in the original ER, LCPI has provided a table summarizing and expanding on those effects and corresponding mitigation measures:

Finally, LCPI has provided updated biological information on the project site through additional mapping and field studies in 2011, relating to wetlands, species at risk, and aquatic biology.
