Following the release of the Environmental Report (ER) in July 2011, LCPI engaged with the Ministry of Natural Resources (MNR) to review the ER and its corresponding Appendices. The MNR’s comments on the report can be reviewed below.

Following the MNR’s review, LCPI has prepared additional documentation to support and further refine the assessment of the Lizard Creek Waterpower Project. These documents are being presented on the LCPI website in order to complement the information presented in the 2011 report. These updates included both clarifications on studies and assessments completed to date and additional field data. While the design and layout of the proposed Lizard Creek facility have not changed, the updates include new information from an expanded study area for identification of any potential negative effects that may not have been clearly stated in the original Environmental Report.
At the outset of the environmental assessment process, the Class EA Potential Effects Screening Matrix was used identify potential effects. LCPI has used the same table to screen potential effects as identified in the updated project documentation. The table below addresses only the new information associated with the project and not the information provided in the July 2011 ER. The table also briefly explains the screening result and references the document it is associated with. The documents identify the potential effect, review potential mitigation measures or strategies to be implemented and assess any residual effects.

Please note the 30-calendar day review period for the Environmental Screening Report has been extended to August 22, 2011 (extended from August 18, 2011). Hard copies will continue to be available, at the locations noted below, up until August 22, 2011.

The Notice of Completion for the Environmental Assessment of the Lizard Creek Hydro Project has been issued to notify all interested parties that an Environmental Screening Report for the proposed project has been prepared and is available for review. This conforms with the requirements of the Class Environmental Assessment for Waterpower Project produced by the Ontario Waterpower Association (Class EA) pursuant to the Environmental Assessment Act of Ontario as well as the Canadian Environmental Assessment Act (CEAA).
The project is also expected to require review under various permits and approvals, including, but not limited to, the Environmental Protection Act, the Canadian Environmental Assessment Act, the Fisheries Act, the Public Lands Act, the Navigable Waters Protection Act, the Species at Risk Act, the Lakes and Rivers Improvement Act, the Ontario Water Resource Act, and the Endangered Species Act.
An Environmental Screening Report (ESR) has been prepared as required under the Class EA and the CEAA. The proposed project has been reviewed in a process consistent with the Class EA and the CEAA, the results of which are described in the Lizard Creek Power Inc. ESR.
The ESR will be available for a 30-calendar day review period. Thus, this ESR is being made available for review and comment from July 20, 2011 through to August 22, 2011 (extended from August 18,2011). Hard copies of the ESR may be found during this review period at the following public locations:
